In case a network issues happens a huge amount of clients are always writing the same, what is known. So in the case, if there is an issue entered in the Network-Status, it should be displayed a Banner (with a message that can be customized in different languages) on the Ticket creation page - that there is a known issue and that therefore is no need to open a new ticket -> with a link to the Network Status page, telling the people they will be updated here.

There's a variable available $openNetworkIssueCounts which could be used to add some additional contextual notices on other pages within the client area.
