Tax Configuration - Tax ID/VAT-ID Mandatory

This request is to have an option to force the Tax ID/VAT-ID to be mandatory. At this moment (WHMCS 7.7 RC1) the field is optional, but some companies need it to be mandatory.

I need this, because i need create invoices for every customer. "Legal Invoices". So this option needs to be "Mandatory".
